Durham police are advising residents in Oshawa to be vigilant as a high-risk offender, who was released after serving his sentence for a number of sexual assault-related offences, is now residing in the city.
On Wednesday, police issued a community safety alert for Matthew Donald Adlam, 52, who they say “poses a significant risk to the community.”
He is described by police as a white male, bald with a beard, a large face tattoo, and a slim build.
According to police, Adlam has a history of serious criminal convictions, including sexual assault with a weapon, sexual assault, indecent acts, criminal harassment, breaking and entering, uttering threats, carrying a concealed weapon, and multiple probation order violations.
They say Adlam is not allowed to be in contact or associate with anyone under 16. He is also prohibited from attending any daycare, swimming area, public park, school grounds, playground, community centre, mall, library, or any public place where persons under the age of 16 are present or can be expected to be present.
The court also ordered him to not associate with any parties known to have a criminal record or be involved in criminal activity, and he must abstain from possessing, purchasing or consuming alcohol or drugs, narcotics or controlled substances, except in accordance with a medical prescription.
Adlam must abide by a curfew from 9 p.m. to 7 a.m. and not own or possess any weapons.
Under the Community Safety and Policing Act, the chief of police or his designate may disclose personal information about someone if they believe the individual poses a significant risk of harm to other persons or property.
Police are assuring the community they will continue to monitor Adlam’s whereabouts and activities.
They are urging the public to be vigilant and report any suspicious or dangerous behaviours immediately by calling 1-888-579-1520 ext. 5357, or Crime Stoppers anonymously.
